$25 Million Plan Supporting Community-Based Human Services Unveiled in New Jersey

In a press release yesterday, Human Services Commissioner Carole Johnson and Department of Children and Families Commissioner Norbut Beyer announced a $25 Million plan supporting Community-Based Providers in the home health, developmental disability, child welfare and homeless service space. The plan was created to support the organizations as they continue to incur COVID-19 related expenses.

Developmental disability facility-based day programs and licensed developmental disability group homes are among the eligible entities listed in the press release. The Day Programs eligible must have submitted their reopening attestation before October 23, 2020. These programs will now be eligible for reimbursement on essentials such as PPE and enhanced sanitation practices.

“Many New Jerseyans rely on community-based services for daily support, including round-the-clock care, but those who provide the services are facing new and unanticipated costs associated with the ongoing COVID-19 public health emergency,” said Commissioner Johnson in the press release.

“This is about supporting the safety net providers as they face unforeseen costs related to the pandemic response, and about ensuring continuity of care and services as we move forward,” Commissioner Norbut Beyer said in the press release.

Qualifying purchases dated from March 9, 2020 (Governor Murphy’s declaration of a public health emergency) to November 13, 2020 can be submitted for reimbursement. These costs must be new expenses resulting from COVID-19 and must not have been previously budgeted. Documents are due no later than November 13, 2020.

  • COVID-19 expenditures covered by this program include:
  • Personal Protective Equipment (PPE)
  • Cleaning and Infection Control
  • HIPAA-compliant technology to facilitate remote services.

Reimbursement will vary by need and will be allocated based on the number of qualified applicants and expenses. Programs that had previously received state or federal Coronavirus Relief Funding are ineligible to receive funds through this initiative.
